Amongst them, the rail infrastructure management company (Infrabel), the railway operators (e.g. the SNCB) and third-parties. As the autonomous infrastructure and rail traffic manager, Infrabel ensures that the causes of trains cancellations are correctly imputed. If one of the entities disputes the responsibility that has been assigned to it, use is made of the neutral arbitration service created by Infrabel for this purpose.
